Residents along Winters Chapel Road in north Dunwoody will face four months of weekday construction noise and traffic starting Monday, Aug. 10, as DeKalb County crews replace a half-mile of aging water pipe.

The project covers 3,100 linear feet of pipeline along Winters Chapel Road and surrounding streets, according to a DeKalb County Department of Watershed Management press release. Construction will run 7 a.m. to 7 p.m. Monday through Friday, excluding major holidays, with an expected completion in November.

Peeler Road, Jones Mill Road, Sumac Drive and Ridgelock Court will all see construction activity in addition to Winters Chapel Road itself, according to the Dunwoody Crier, which first reported the project details July 22. The county has not yet released detour routes or daily lane-closure schedules for individual streets.

Zoom meeting Tuesday, July 28

Before construction begins, DeKalb County will hold a virtual community meeting on Tuesday, July 28, at 6:30 p.m. via Zoom. Residents who cannot attend can call the DWM Project Information Line at 1-800-986-1108 or email [email protected].

Part of a countywide infrastructure push

The Winters Chapel project is one piece of DeKalb County's multibillion-dollar effort to upgrade water and sewer infrastructure under a federal consent decree with the U.S. Environmental Protection Agency and the Georgia Environmental Protection Division. The county entered the consent decree in 2011; a federal judge extended its compliance deadline to 2027.

DeKalb's capital program for water and sewer work totals about $4.3 billion, according to county staff figures presented in January 2025. To fund the work, county commissioners approved annual 10 percent rate increases for water and sewer customers over a 10-year period. County crews are also replacing water mains in the Dunwoody Knoll area, about five miles east, where a second phase of work began Monday, July 27.

The Tuesday, July 28, Zoom meeting is the next opportunity for residents to ask questions before construction begins Aug. 10.
