Republican James Raymond “Jim” Duffie is challenging Democratic U.S. Rep. Henry C. “Hank” Johnson Jr. in Georgia’s 4th Congressional District in the Nov. 3, 2026, election.
Duffie’s campaign website describes him as a Navy veteran and businessman. His platform centers on a federal consumption tax, reduced business regulation and public safety.
Replacing federal taxes
Duffie supports the FairTax proposal and says he would become a co-sponsor. His campaign calls for replacing federal income, payroll and estate taxes with a consumption tax, eliminating the IRS and providing a monthly rebate intended to protect low-income households.
That would change how federal taxes are collected. It would not eliminate taxation: residents would face a different mix of taxes on earnings and purchases. The sources reviewed do not establish the net effect for a particular local household or a complete transition budget.
Other priorities and authority
He also supports reducing regulations on small employers, supporting law enforcement and veterans, and education that prepares students for employment, skilled trades, military service or college.
A House member can propose legislation, vote on spending and conduct oversight. Changing the federal tax system requires Congress and the president, or a veto override; a representative cannot abolish an agency or change school curricula alone.
The campaign page does not provide a detailed implementation timetable or quantified local costs for each priority.
The Dunwoody-Brookhaven Ledger did not receive a direct questionnaire response from the candidate and does not endorse candidates.
